On 5 October 2026 at 4:58 p.m. (Paris time), Abdelkader Lahmar, LFI member of parliament for the 7th constituency of the Rhône and mayor of Vaulx-en-Velin, posts on X a 32-second video shot in Rillieux-la-Pape. He writes: “a police dog is deployed in a totally irresponsible way, this time during a violent and dangerous arrest of a young person who poses no imminent threat. He offers no resistance and is struck with a baton and then pinned to the ground, all of this near a busy road.” (translated) He announces that he is referring the matter to the public prosecutor under article 40 of the code of criminal procedure and asks whether the dog belongs to the municipal police or the national police.
The video, filmed in daylight from a central reservation at the edge of a multi-lane road, shows young people running, then a group of officers in dark clothing, some helmeted, several police motorcycles and a dog. A young person dressed in grey is surrounded by the officers and brought to the ground on the roadway, the dog next to him. An officer raises his leg toward this young person; the image, of low definition and in motion, does not make it possible to say whether he is hit, or to distinguish a baton blow. It is not known which service the officers or the dog belong to.
Lyon Capitale repeats this message at 5:20 p.m. in its live coverage of the high-school mobilisation day of 5 October in the Rhône, with no information of its own on the scene. The same live coverage reports that at noon the Rhône prefecture was reporting 7 arrests and 24 schools “affected” (translated) in the département. The Camus-Sermenaz lycée in Rillieux-la-Pape was among the schools closed on Friday 2 October, according to the Lyon Capitale live coverage of that day.
“Again” (translated) refers to a first case, prior to the high-school movement: according to Lyon Capitale, on 21 March 2026, a young man had been bitten on the neck by a municipal police officer’s dog during an identity check in the Velette district, and “reportedly filed a complaint” (translated) (Lyon Capitale). It is not counted here.
What is missing to confirm
- The precise date and place of the scene: only the town and the date of publication are known.
- The link with the high-school movement: the message speaks of “massive” (translated) arrests “in recent days” (translated), without citing a blockade or a school; Lyon Capitale classes it in its live coverage of the movement, without specifying.
- The condition of the young person and the service of the officers and the dog (municipal or national police).
- A second independent source: on 2026-10-05, only a repeat of the MP’s message by Lyon Capitale was found, no press investigation or reaction from the authorities (Le Progrès and BFM Lyon not read, Lyon Mag, Rue89Lyon, Tribune de Lyon and Rebellyon returned no results).
